There is a lot going on with this law, but the most important factor is the duty of general contractors to make sure ladders, scaffolds, pulleys, and other gravity-related construction instruments are safe for workers.
This duty is absolute and nondelegable. If the general contractor or manager on site puts someone else in charge, the general contractor and property owner would still be liable for any injuries.
